The US Department of State’s Bureau of Overseas Buildings Operations (OBO) has just finalized a five year Information Technology Strategic Plan, serving as a mission-driven blueprint for the technology solutions and services needed to support OBO’s requirements in Washington and overseas. OBO is responsible for the full life cycle planning, acquisition, design, construction, maintenance, and disposal of State’s overseas facilities. The Bureau also serves as the real property manager for the Department’s multi-million dollar portfolio of diplomatic and residential properties. OBO manages approximately 20,000 building, land, and structure assets located at 289 posts worldwide
OBO’s IT vision is: An integrated, standards-based IT environment that responds to OBO’s business needs with a single information repository, an integrated suite of mainly commercial applications and end user services, a highly skilled workforce, and an effective IT management and support infrastructure.
Robert Clarke and Danilo Stapula will be presenting aspects of OBO’s plan and its implementation that include:
• development of a global Unified Building Management System (UBMS) to support post and headquarters; and
• establishing a comprehensive Building Information Modeling (BIM) solution for life cycle building planning and management.
The presentation will reinforce the relationship between a Unified Building Management System and BIM through the use of the Construction Operations Building information exchange (COBie) standard. The presentation will explore the nature and links between BIM and facility management needs. Finally, the presentation will highlight the importance of developing and deploying industry standards in the building sciences similar to IFC, COBie, and SPie.
